What are the levels of interoperability in healthcare?

Healthcare interoperability exists at three levels: technical interoperability (the ability to transport data between systems), semantic interoperability (shared understanding of the meaning of exchanged data, requiring agreed terminologies and data models), and process/organisational interoperability (agreed workflows, governance, and policies that enable data sharing to support coordinated care across boundaries).
